2011年5月公布、2012年1月施行的《山东省行政程序规定》(以下简称《规定》),是山东省推进依法行政、加快法治政府建设、全面落实依法治国基本方略的重要举措。受历史传统和思想观念上“重实体轻程序”等的消极影响,行政程序全国性立法至今仍未达成共识,尚未出台全国性统一的行政程序法。在这种情况下,山东继湖南之后,在全国各省市区中第二个出台地方性行政程序规章,充分彰显了山东省对推进依法 The “Provisions on Administrative Procedures of Shandong Province” (hereinafter referred to as the “Provisions”) promulgated in May 2011 and implemented in January 2012 is an important measure for Shandong Province to promote the administration according to law, speed up the construction of the government under the rule of law and implement the basic principle of governing the country according to law. Under such circumstances, Shandong succeeded to Hunan in the second place in various provinces and municipalities throughout the country to promulgate the rules and regulations on local administrative procedures, which fully demonstrated that Shandong Province has the right to promote
