领导的基本职责是决策。而决策的正确与否,不仅依赖于领导者个人的经验、智慧和才能,更主要的依赖于真实、准确及时、充足的信息。在信息时代,科学决策对信息的依赖程度越来越大。信息工作者通过对大量信息的分析、研究,向领导提供有真知灼见的决策方案和建设性意见,则是领导所渴求的。既然信息已成为科学决策的基础,那么,研究信息工作如何强化参谋意识,如何发挥参谋作用,就成为一个十分重要的课题。我个人认为,信息的参谋作用,主要体现在以下四个方面:
The basic responsibility of leadership is decision-making. Whether the decision-making is correct or not depends not only on the leader’s personal experience, wisdom and talent, but also on the true, accurate, timely and sufficient information. In the information age, scientific decision-making depends more and more on information. Information workers through the analysis of a large number of information, research, to provide leadership advice and decision-making programs and constructive suggestions, it is the desire of the leaders. Since information has become the basis for scientific decision-making, it becomes a very important issue to study how information work strengthens staff awareness and how to give full play to its role as a staff officer. Personally, I personally think that the role of information staff is mainly reflected in the following four aspects:
