INTRODUCTION As a federation of six original States and two Territories forming the Commonwealth of Australia,Australia has eight different governments with primary responsibility for the regulation of education and the health professions.The Commonwealth government has limited constitutional power over these areas.In order to reduce of inefficiencies and costs of regulation,the Council of Australian Governments(COAG)introduced reforms for nationally uniform regulatory approaches to education and the health professions.
