We investigate the effects of nonstoichiometry on the ferroelectricity and ferromagnetism in a series of bulk SrTiO3 with different atomic ratio. The dielectric, ferroelectric,Raman and magnetism measurements were performed. It turns out that all nonstoichiometric samples show ferroelectric and ferromagnetic signals and that these signals gradually strengthen with the degree of off-stoichiometry.
