产业变迁是从历史的视角探寻产业如何在不同历史阶段演化成不同的形态,本文基于政企互动的视角探讨晋江男装产业形态变迁的逻辑。一般来说,中国服装集群按照“前店后厂→专业市场→OEM+专业市场”的规律演进,晋江男装却走出了一条非典型道路,它踏入过专业市场却又走出了专业市场,最终与其他集群分道扬镳,形成了品牌主导的产业形态。本文的研究表明:第一,晋江男装三十多年的变化,是政府和市场力量共同作用的结果;第二,政府和市场的力量并不是独立的,而是互为补充,并存在间接和无形的互动,政府引导和干预的方向与市场自发演进的方向一致,会起到事半功倍的作用,反之,就可能走上经济衰退的路子;第三,政企互动有其社会根基,本文的体现就是晋江特殊的地域历史文化和社会网络结构。对各地政府来说,没有普遍使用的产业发展路子,只有基于当地制度环境,实现政府和市场的良性互动,产业形态才会向更高级的方向发展。

For all local governments, there is no common path for industrial development. Only when the government and the market are benignly interactive based on the local institutional environment can the industry form a more advanced direction.
