在联合国2002年可持续发展世界峰会各国意会及研拟推动「以不会对人类健康和环境造成严重有害作用的方式使用和生产化学品」,但在经济发展优先下,全球化学品生产总值从1970年的1710亿美元攀升至2010年的41000亿美元,全球市场化学品的精确数量不得而知,但欧盟化学品法规(REACH)已有143,835种化学物质登记。
