本文依据新古典经济学的理性人假设,遵循奥尔森对集体行动的分析思路,考察了温州烟具协会应对欧盟打火机反倾销诉讼一案。本文认为,温州烟具协会内部的声誉机制、协会过去10多年的有效运作、大企业的内在激励、协会理事会的低组织成本,以及社会性激励机制是本次集体行动得以成功的主要因素。当然,外部环境的变化也是这些机制发挥作用不可或缺的重要条件。文章最后认为,为了让民间商会发挥积极作用,恰当的激励至关重要。
This article, based on rational human assumption of neoclassical economics, follows Olson’s analysis of collective action and examines the case of Wenzhou Association of Smoking Authors responding to EU anti-dumping litigation of lighters. This article argues that the internal reputation mechanism of Wenzhou Authors Association, the effective operation of the association over the past 10 years, the intrinsic motivation of large enterprises, the low organizational cost of the association council, and the social incentive mechanism are the main factors for the success of this collective action. Of course, the changes in the external environment are also an indispensable condition for these mechanisms to play a role. The article concludes that proper incentives are crucial to make private chambers of commerce play a positive role.
