The time-resolved emission spectra of the plasma induced by a 1064 nm pulsed laser ablating lead and GaAs targets were recorded and analyzed. The Stark widths and line shifts were measured at different delay times and laser energies. The electron densities were determined using Stark-broadening widths. The atomic energy level offsets in plasma environment were explored by analyzing line shifts including the red shift and the blue one. These were attributed to their level states and the quadratic Stark effect. The experimental results of the Stark width and shift were almost agreement with the existed theories. However an reverse result was gained and the possible reasons were presented.
