Background The World Health Report 2000 developed an index system to evaluate national health systems performance in order to achieve three overall goals, while the most important one is good health.Progress towards it depends cruci ally on how well systems carry out health services.It is the urgent task for health care facilities and research institu tion to improve the performance of health service delivery in the context of insufficient health resource.The strategy commonly allowed is to develop a new-style healthcare Standardized Quality management mode.Diagnosis related groups system (DRGs) could be an answer because of its advantage.
