Flood risk system of the emergency flood storage basins (EFSB)contains flood topping destroy risk,levees structure risk and dynamic risk according to flood moving forward process in implementation of EFSB.Levees structure risk consist of slope non-stable destroy risk and seepage destroy risk.Flood topping risk probability is calculated by use of Pearson Ⅲll Type distribution or logarithmic normal distribution.In order to strengthen scientific basis,it is necessary to analysis the basic characteristics and law of flood temporal series.The periodical change,tendency,the constancy and inconsitancy of the tendency,the jumping points and chaotic characteristics of the temporal series can be analyzed by means of the wavelet analysis theory,Mann-Kendall method,R/S analysis theory and Grassberger-Procaccia method.
