日本菸商大舉在臺設廠對大中華地區之影響

【摘要】

董氏基金會於2015 年7 月接獲民眾檢舉，日本菸商已在台南建廠.查證後發現：經濟部核准建廠、衛生福利部不反對，且地方政府提供7.6 公頃的土地讓菸商得以設廠，此舉不但違背WHO 的「菸草控制框架公約」第5.3 條之實施準則及台灣的「外國人投資條例」，甚至政府用納稅人血汗錢補貼菸商各項租稅，還讓菸商年避30 億元的關稅.
