Along with the thorough development of research on structure reliability theory, its reliability of structure reliability is paid more and more attention by people.To make structure reliability for achieving high confidence level, much data for traditional reliability-based design must be adequately collected, analyzed, and tested.However, in practical engineering, it is very difficult for doing much test, only for getting in the form of finite test samples.This is mainly due to a lack of resources, such as facilities, labor, expenses, knowledge, etc.Under the conditions, existing methods in reliability-based design have difficulty in handling reliability-based design with finite test samples.The objective of the paper is to present a new reliability-based design method that solves the form of incomplete information.Based on subjective opinion (experience) and test samples, the Bayesian reliability-based design model is established, the method of interval estimation of reliability characteristic values in small-sample situation is achieved, new research approach and new direction for structure reliability-based design in small-sample situation are provided and the design will be valuable for guiding practical engineering.
