The purpose of this paper is to highlight some of the general tariff issues for trade facilitation,which are an integral part of trade policy as an activity that benefits local stability,but also to follow the rules of trade policy.WTO as the governing body for international trade relations.to improve the standard of living of populations,including LDCs.The role of government in economic development,in Comoros in particular and in Africa in general,relies more than ever on available resources and the adoption of appropriate strategies and policies,as well as on the human potential of the country.The principles applied to achieve these objectives are the reform and revision of the tariff situation and set it to achieve this objective in Comoros.With regard to reciprocity,EPAs are in line with Annex D of the DDA.Developing and least-developed countries should be given considerable flexibility to safeguard their infant industry development efforts and should only meet their obligations in a coherent manner if their obligations match their resources and priority development needs.Cooperation with developed countries is essential to help achieve these objectives(Part IV of the GATT is essentially about the best effort and Article IV of the GATS,which is not applied in practice).For example,strengthened provisions for S&D,sectoral concerns,and the S&D control mechanism could be among the factors contributing to economic development for Africans,provided that we are helped to examine ways to make them more effective.and to examine how they can best while improving information flows(ATFF+transition period and coherence of economic policies).For LDCs,special and differential treatment should be considered here in the context of their RIGHT to economic development.With respect to the control mechanism,the role of the CTD in the implementation and production of results should ultimately incorporate the competence to evaluate the provisions and make recommendations to improve the way in which they are used.Another important function of tariffs is to serve as a market access framework for export growth and diversification.Developed countries often block or limit the exports of developing countries.This requires appropriate special and differential treatment to enable us to profitably participate in the multilateral trading system and to help address specific issues,which is one of the reasons for WTO trade facilitation:dismantling tariff barriers and market access guarantee.enforcement powers.
