基础设施是现代化城市形成和发展的前提与基础。不同等级规模、不同经济发展水平的城市在实现现代化的过程中，均面临着必须跨越城市基础设施现代化这道“门槛”的问题。城市基础设施的结构、数量和形态，已经延伸成为城市发展的功能结构、空间布局和自我调节的导向性因素，许多困扰城市发展的问题最终要靠改善基础设施才能从根本上得以解决。 本文通过对比研究国内外发达地区城市基础设施建设现代化水平，旨在探求浙江省各级城市在基础设施现代化建设方面的主要差距及解决途径，提出并初步建立浙江省各级城市基础设施现代化指标体系框架。通过研究，期望能推动我省城市基础设施现代化建设、规划水平的提高。 论文由四部分内容组成： 第一部分主要论述了研究目的、意义、内容、技术思路与方法，并对相关研究做了综述分析，以便明确本次研究如何创新与突破。 第二部分为理论研究。以现代化理论为指导，探讨了“城市现代化”与“城市基础设施现代化”的关系，揭示了后者作为前者的基本支撑及重要组成部分的内在逻辑联系。通过研究城市基础设施的特性及其现代化建设内涵，提出了今后城市基础设施现代化建设的战略目标与任务。 第三部分通过与国内外发达地区相似等级、相似规模的城市进行分类比较，对比研究浙江省城市基础设施建设现代化水平。第四部分通过实证校验，提出并初步建立浙江省各级城市基础设施现代化指标体系框架。[关键词〕城市基础设施现代化指标体系 Title:The Study on a System of Modernization Stal，dards fer Urban Infrastrueture in Zhejiang ProvineeIAbstractllnfrastructure serves as the Preeondition and Pr。。mise forthe shaping and develoPment of a modemized eity， sinee all cities，indifferent seales and at different eeonomie levels，have to oross thethreshold of infrastrUeture in their way to modemizatioq.ManyPe印lexities bothering the development of eities eould hardly飞)e solvedthoroughly until we had imProved their infrastrueture，whoseframework，quantity and shape have exerted guiding infl、一enee onfunctional structure，sPaee arrangement and self-adjustment of;ities.
