快速有效的物资调度是应急救援工作的重点。在考虑应急设施和路网可靠性的基础上,构建了一个包含应急物资储备库、配送中心和受灾点3层结构的应急物流网络。为了在网络中表示应急设施的可靠性和应急能力,将网络转换为相应的超网络结构。建立了相应的以总时间最短和总成本最小为目标的多种类应急物资调度模型,并将模型转换为等价的变分不等式问题,采用修正投影算法对模型进行求解。结合汶川地震设计算例进行的数值求解和仿真分析结果表明,应急设施和路网的可靠性和应急能力等关键参数对物资调度决策有重要影响。
Rapid and effective material dispatch is the focus of emergency rescue work. On the basis of considering the emergency facilities and the reliability of the road network, an emergency logistics network consisting of a 3-storey emergency material repository, a distribution center and a disaster site was constructed. In order to represent the reliability and emergency response capabilities of emergency facilities in the network, the network is converted to a corresponding hyper-network structure. The corresponding emergency scheduling model with the shortest total time and the lowest total cost is established. The model is transformed into the equivalent variational inequality problem, and the modified projection algorithm is used to solve the model. The numerical analysis and simulation results based on the design example of Wenchuan earthquake show that the key parameters such as the reliability and emergency response capacity of emergency facilities and road network have a significant impact on the material scheduling decision.
