核安全是核电行业赖以生存和发展的生命线,关乎公众利益、国家发展及国际影响。核事故应急作为确保核安全的最后一道防御屏障,其意义在于提前做好充分的应急准备,以便在核事故突发时快速作出响应,发挥控制和缓解事故发展、减轻事故危害的关键作用,从而保护电站工作人员、公众健康以及生态环境。因此,在核电发展的过程中,建立健全核事故应急领域的立法,全面规范核事故应急准备和响应,提升核电站应对核事故的防范和应急能力,其必要性和重要性不言而喻。
