四川省在2004年连续发生多起群死群伤特大恶性客运事故,事故频率之高,形势之严峻,发人深省。应该说,四川各级政府和公安机关克服警力、财力不足和装备落后等困难,在预防和遏制重特大交通事故方面做了大量工作,采取了许多办法甚至超常规措施;事故发生后,四川省政府和有关部门也都从人、车、路、管理等主要环节对事故原因进行了分析,进一步强化了客运安全管理工作力度,并且对有关人员进行了严厉的责任倒查追究和处理。但是,客运事故高发的态势依然,极易导致事故的客运驾驶员违法超速、超员和冒险驾驶等因素仍然未能根除,各种安全隐患仍然大量存在,原因和症结究竟何在?笔者与四川省公安厅交警总队的同志组成调研组,深入巴中、达州两地,对基层公安交警的路面勤务运作现状进行了分析研究,调查走访了80余名参与客车营运、管理和安全监管等方面的人员,实地考察了交通运输企业及车站,同一些客运车辆业主和驾驶员进行了座谈,广泛搜集资料和听取了各种意见。现就调查发现的问题作些分析,并提出我的看法和建议,以供有关方面参考。

Many measures and even extraordinary measures have been taken; after the accident, Sichuan Province The government and relevant departments also analyzed the causes of accidents from major links such as people, vehicles, roads and management, further strengthened their efforts in passenger safety management and investigated and dealt with severely the responsible personnel. However, the high incidence of passenger accidents still can easily lead to accidents speeding illegal passenger drivers, overcrowding and risk driving and other factors still failed to eradicate a variety of potential safety hazards still exist, the reasons and the crux of the problem? Author and the Sichuan Provincial Public Security Traffic police corps comrades to form a research group, in-depth Pakistan, Dazhou, the grass-roots police traffic police pavement service status quo an analysis of the survey interviewed more than 80 passengers involved in bus operations, management and safety supervision and other aspects of the staff, Field visits to transport enterprises and stations, with a number of passenger vehicles owners and pilots were discussed, extensive collection of information and heard a variety of opinions. I will analyze some of the problems found in the survey and put forward my views and suggestions for the reference of the parties concerned.
