在一度被炒得飞起的“菜贱伤农,菜贵伤民”怪圈中,流通成本过高被认为是主要原因之一。更有专家测算,流通成本甚至高达整体成本的五到七成。有关调查表明,国内以收费为主要营收模式的上市高速公路公司,过去一年的利润,甚至超过以暴利闻名的地产行业,或能提供另一佐证。有关部门统计数据显示,全世界82%的收费公路在中国,不仅高速公路收费,二级公路甚至乡镇公路都在收费。实际上,自年初河南曝出“368万天价高速过路费事件”以来,关于高速公路收费过高增加流通成本从而推高终端价格的质疑就屡见报端。扩大内需、刺激消费,是促进经济发展的重要举措。然而,过高的路桥费已使得交通运输成为制约国民经济发展的一个新瓶颈。当前,只有逐步使货畅其流,地方经济才会跟着受益,地方经济好了,政府的财政收入也会逐步改善,人们的整体生活水平才能提高,幸福感才会增强。
