住房保障作为一个国家住房政策兜底的制度,隶属于社会保障范畴。目前,房价居高不下,为了保障公民居住权,完善城镇住房保障制度显得尤为迫切。作为经济体制改革的一项重要内容,我国现已基本实现城市住房的商品化和社会化。本文认为,我国城市住房保障的发展,体现了与商品房双轨制的发展趋势,有较为突出的路径依赖性。保障性住房未来发展应该规避双轨制缺陷,致力促进建立以市场为主、满足多层次需求的住房供应体系,实现商品房市场与保障房领域的融通,从而可以提高住房救助制度与市场机制的契合度,增强制度活力,进而实现城市保障性住房供应量的动态平衡,降低现行制度的社会成本。
As a national housing policy, housing security covers all aspects of social security. At present, housing prices remain high, in order to protect the right of citizens to live, improving the urban housing security system is particularly urgent. As an important part of the economic reform, our country has basically realized the commercialization and socialization of urban housing. This paper argues that the development of urban housing security in our country reflects the development trend of dual-track system of commercial housing with a more prominent path dependence. The future development of affordable housing should avoid the double-track system defects and promote the establishment of a housing supply system that mainly focuses on the market and meets the multi-level needs so as to realize the integration of the commercial housing market and the social security housing. As a result, the compatibility between the housing assistance system and the market mechanism can be enhanced, Enhance the vitality of the system, and then realize the dynamic balance of urban supply of affordable housing and reduce the social costs of the existing system.
