综合考察各方面因素,我国到2020年实现全面建设小康社会奋斗目标是完全可以达到的。但是,从区域的角度看,一个地区能够在多大程度上实现全面小康社会目标则是一个非常敏感而又难以回答的问题。当前,许多地区都在研究和部署实现这一宏观奋斗目标的工作。作为地方政府的经济管理职能之一,这是十分必要的。但是,我们必须尽力防止在这个问题上出现大的行为偏差。其中,特别要注意三点:一是要警惕各个地方政府单纯以GDP增长为导向来设计当地小康目标及其“达标”方案。二是要预防“东西南北中”各个地区不考虑基础和条件以及特色,一律按人均GDP翻两番来部署各方面“达标”任务。三是要避免从省到县市,每一级地方政府都来简单地复制“达标”计划或者规划。所以,我国在全面建设小康社会目标过程中充满了区域特色。为此,就东西发展差距和南北增长潜力这两个方面的变化趋势提出以下四个基本判断。
By comprehensively examining various factors, it is completely achievable for our country to achieve the goal of building an overall well-to-do society by 2020. However, from a regional perspective, the extent to which a region can achieve the goal of an overall well-to-do society is a very sensitive and difficult question to answer. At present, many regions are studying and deploying their efforts to achieve this goal of the major goals. As one of the economic management functions of the local government, this is very necessary. However, we must try our best to prevent any major deviation in behavior on this issue. Among them, special attention should be paid to three points: First, we must guard against the various local governments to simply design their local well-to-do goals and their “standard” programs based on GDP growth. The second is to prevent all areas of “East, North, South, South and East China” from depriving them of basic and conditions as well as their special characteristics, and they will all be able to deploy “standard” tasks in quadruplicate according to their GDP per capita. Third, to avoid from the province to the county, each level of local government to simply copy “standard ” plan or plan. Therefore, our country is full of regional characteristics in the goal of building an overall well-to-do society. To this end, the following four basic judgments are made on the changing trends in the development gap between the east and the west and the potential for growth in both North and South.
