我省位居中原,洪涝灾害频繁,因此,能否实现安全渡汛,不仅关系我省农业和国民经济发展的大局,也关系国家大局。去年,我省汛期雨水较少,未出现流域性的暴雨洪水。据气象部门预报,今年汛期,江淮、黄淮地区降雨较常年偏多,部分地区有可能发生洪涝。此外,我省从去冬到今年4月底,降水严重偏少,气候异常,这也预示着久旱之后必有大涝,发生洪水的可能性极大。但是,当前,我省防汛工作还存在不少问题和薄弱环节,与国民经济持续、快速、健康发展的要求很不适应,主要表现在暴雨洪水预测预报困难;现 The province is ranked in the Central Plains with frequent flooding and disasters.
