目的:了解长春市乡镇卫生院人力资源配置与需求现状。方法:对长春市135家乡镇卫生院的卫生人力资源进行普查,分析人力资源现状,并采用基尼系数从人口分布的角度分析人力资源配置的公平性。结果:长春市乡镇卫生院卫生人力资源按人口分布的基尼系数为0.4036.城区每千人执业(助理)医师为6.28人、农村为1.53/千人口,医护比为1∶1.4。全科医生、护士学历结构、年龄结构显示不合理的结构状态。结论:长春市乡镇卫生院卫生人力资源按人口分布配置是比较公平的,应加强乡镇卫生院的内涵建设,将人才建设摆在优先发展的地位,建立一支数量适宜、结构合理的乡镇卫生院全科医生队伍,是完善乡镇卫生院功能的关键所在。
Objective: To understand the current situation of human resource allocation and demand in township hospitals in Changchun. Methods: The health human resources in 135 township hospitals in Changchun were surveyed to analyze the current situation of human resources. The Gini coefficient was used to analyze the fairness of human resources allocation from the perspective of population distribution. Results: The Gini coefficient of population distribution of health human resources in township hospitals was 0.4036 in Changchun city, 6.28 doctors practicing per worker (assistant) in urban area, 1.53 per thousand people in rural areas, and the ratio of health care to nursing was 1: 1.4. General practitioners, nurses academic structure, age structure shows irrational structural status. Conclusion: The distribution of health human resources in township hospitals in Changchun is fairly fair according to population distribution. The connotation construction of township hospitals should be strengthened and the construction of qualified personnel should be given priority to develop. A suitable number of properly structured township hospitals The team of general practitioners is the key to improving the functions of township hospitals.
