新春刚过,一句让人为之一振的“自主创新”便冲进了我们的视野,这就是新时期我国科学技术发展16字指导方针：“自主创新、重点跨越、支撑发展、引领未来”中的第一句话。2006年2月9日,国务院发布了《国家中长期科学和技术发展规划纲要》(以下简称《纲要》),这是新中国成立以来第七次发布的关于科技发展的纲要,也是新世纪里的第一次。随后,中央又做了“关于实施科技规划纲要,增强自主创新能力的决定”(以下简称“决定”)。《纲要》把能源排在了“重点领域及其优先主题”的第一位,5个分项中的4项都与电力有关,如：工业节能,煤的清洁高效开发利用、液化及多联产,可再生能源低成本规模化开发利用,超大规模输配电和电网安全保障。作为电力行业的从业者,我们倍受鼓舞。另外,“决定”中对如何推进《纲要》的实施作了进一步说明,给出了具体思路,其中“充分发挥企业在技术创新中的主体作用；充分发挥国家科研机构的骨干和引领作用；充分发挥大学的基础和生力军作用”、“进一步深化应用开发类科研机构企业化转制改革,鼓励和支持其在行业共性关键技术研究开发与推广应用中发挥骨干作用”、以及“加大财政科技投入力度、实施扶持自主创新采购政策”等都与电力系统单位、电力设备制造企业紧密相关。
