为贯彻“节水优先、空间均衡、系统治理、两手发力”的新时期治水思路,推进节水型社会建设,城市节水工作愈加受到关注。合理的节水潜力分析是科学制定节水措施的基础,是系统开展城市节水工作的前提。文章以永州市零陵区为例,分别从农业、工业、建筑业、第三产业、生活五个方面计算节水潜力,得出2025年全区总节水潜力(P=50%)为0.44亿m^3,2035年全区总节水潜力(P=50%)为1.06亿m^3;在潜力分析的基础上,提出零陵区应实行的节水措施。
