打造学习型政府,是加强和创新社会管理的客观要求,也是提升政府能力的必要路径和重要举措。近年来,随着学习型政府建设工作的不断推进,一定程度上提升了政府的管理效能,为构建现代新型政府提供了智力支持和技术保障。但就目前学习型政府运行的现状来看,形式化、运转效率低、学习目的不清晰、学习方式不科学、学习效果评估标准模糊,严重制约了学习型政府的发展和功能的发挥。本文旨在探讨打造学习型政府的路径,以期为学习型政府建设提供借鉴。 To build a learning government is an objective requirement to strengthen and innovate social management and an essential path and an important measure to enhance the government’s ability. In recent years, with the continuous promotion of the construction of learning-based government, the management efficiency of the government has been enhanced to a certain extent, providing intellectual support and technical support for building a new modern government. However, judging from the status quo of learning government operation, formalization, inefficient operation, unclear learning objectives, unscientific learning methods and vague evaluation criteria of learning effects have severely restricted the development and function of learning government. This article aims to explore the path to build a learning government, with a view to learning for the government to provide reference.
