天津市国土资源和房屋管理局于2005年9月组建成立,承担着国土资源和房屋管理行政许可、审批、登记、备案等服务事项共71项。近几年来,年均审批征收转用新增建设用地6000公顷,供应土地7500公顷,其中经营性房地产开发用地2000公顷;审批新建商品住房销售许可1200万平方米,房地登记发证60万件,办理各类房屋交易1800万平方米;商品房维修资金、公房出售资金、住房保障资金340亿元,监管新建住房和二手房交易资金940亿元。天津市国土资源和房屋管理局具有职能广、易发腐败风险点多的特点,既是反腐倡廉的重点领域,又是社会和群众关注的重点部门。
