20世纪70年代末,随着中美两国正式建交,美国宣布与台湾断绝所谓的外交关系,当时的台湾当局领导人蒋经国责令军队尽快制订出“保卫台湾”的防务计划。台湾“国防部”经过反复讨论,最后决定深钻地洞,建地下防御工事,以求得生存与反击的机会。由于这些处于地下的指挥所属于台军的机密,以往外界对此知之甚少。今年上半年“汉光23号”实兵演习前夕,台军进行了“玉山06”和“汉光23号”兵棋推演。作为这两项兵棋推演实施地点的圆山和衡山两座指挥所也因此引起了外界的再度关注。
In the late 1970s, with the formal establishment of diplomatic relations between China and the United States, the United States announced the severance of so-called diplomatic relations with Taiwan. At that time, Chiang Ching-kuo, the leader of the Taiwan authorities, ordered the military to formulate as soon as possible a defense plan for “defending Taiwan.” After repeated discussions, Taiwan’s “Ministry of National Defense” finally decided to dig deep holes and build underground fortifications in order to obtain opportunities for survival and counterattack. Since these underground command posts belonged to the confidential intelligence of the Taiwan military, little has been known in the past by the outside world. In the first half of this year, on the eve of the “Han Light 23” actual military exercise, the Taiwan military conducted the “Yushan 06” and “Han Guang 23” chess debates. As the implementation of these two pieces of chess commander Yuanshan and Hengshan two command posts also caused the concern of the outside world again.
