Western countries usually allow Texas Hold ’em for private, social, and charitable purposes under certain conditions to ban “Texas Hold’em clubs.” A few jurisdictions legalize Texas Hold’em and manage it as a casino game. My country allows recreational activities with a small amount of property to win or lose, but the lack of further control over these activities makes it easy to evolve into mass gambling.
