自《中共贵州省委、贵州省人民政府关于加快个体、私营经济发展的意见》(省发[1994]12号)颁发以来,全省个体、私营经济有了较大的发展。根据党的十四届五中全会精神,为使我省个体、私营经济在“九五”期间持续、快速、健康发展,在实现富民兴黔的战略目标中发挥更大的作用,现就进一步加快个体、私营经济发展作如下决定。一、解放思想,更新观念,提高对发展个体、私营经济重要性和必要性的认识 1、坚持以公有制为主体,多种经济成份共同发展,是党和政府一项长期不变的方针。在积极促进国有经济和集体经济发展的同时,允许和鼓励个体、私营、外资等非公有制经济的发展,并正确引导、加强监督、依法管理,使它们成为社会主义经济的必要补充。国家对各类企业一视同仁,为各种所有制经济平等参与市场竞争创造良好的环境和条件。各级党委、政府要进一步解放思想,更新观念,采取有力措施,放心放胆放手发展我省的个体、私营经济。
Since the issuance of the Opinions of Guizhou Provincial CPC Committee and Guizhou Provincial People’s Government on Accelerating the Development of Individual and Private-owned Economy (No. [1994] 12), there has been a great development in the private and private sectors in the province. In accordance with the spirit of the Fifth Plenary Session of the 14th Central Committee of the Communist Party of China, in order to enable our individual and private-owned sectors to make sustained, rapid and sound development during the “Ninth Five-Year Plan” period and play a greater role in realizing the strategic goal of enriching the people and prosperous people, We will make the following decisions on further accelerating the development of the private and private sectors of the economy. I. Emancipating the Mind, Renewing Ideas and Enhancing Understanding of the Importance and Necessity of Developing Individual and Private Economy 1. Insisting on taking the public ownership as the mainstay and common development of various economic sectors is a long-standing principle of the party and the government. While actively promoting the development of state-owned economy and collective economy, we should allow and encourage the development of non-public sectors of the economy such as individuals, private and foreign investors and properly guide and strengthen supervision and administration according to law so that they will become the necessary complement to the socialist economy. The state treats all kinds of enterprises equally and creates a favorable environment and conditions for all kinds of economy to participate in market competition on an equal footing. Party committees and governments at all levels should further emancipate their minds, update their concepts, and take effective measures to ease their efforts to develop the individual and private economy in our province.
