从1998年我国逐步取消住房分配制度,在全国范围内开展住房制度改革开始,到近几年来国务院先后出台“国八条”、“国十条”、“新国八条”等一系列房地产调控政策,中国房地产市场经历了风起云涌的大变革,全国房价整体水平的快速增长远远超过了普通居民承受能力,高企的房价日益成为困扰普通居民乃至中央政府的大难题。逐步加强的调控政策为何效果不彰?房价在调控压力下为何仍逆势上扬?中国房价,就真的已经失控了吗?
