通过考察中国本土31个省级政府网站的服务项目设计以及网站服务内容,对其发展阶段、基本类型和网站设计中增加公众参与的民主导向进行实证。研究结论包括我国政府网站目前整体上处于从目录服务阶段向在线办事阶段过渡时期,政府网站的风格存在显著差异,可以分为综合服务型、商务促进型和消费服务型;我国省级政府网站中分别可以找到促进代议民主、多主体民主和协商民主的电子政务项目或服务,但涉及多主体民主和直接民主的项目尚存在不足。最后,本文倡议网站设计者根据民主理论的指导促进公众参与和电子民主。
By examining the service design and website service contents of 31 provincial government websites in China, this paper empirically analyzes the stages of its development, basic types and the democratic orientation of increasing public participation in website design. The conclusions of the study include the fact that the government website of our country is currently in the transitional period from the directory service stage to the online service stage. There are significant differences in the styles of government websites, which can be divided into comprehensive service type, business promotion type and consumer service type. In our provincial government websites E-government projects or services that promote representative democracy, multi-party democracy and consultative democracy can be found separately, but there are still inadequacies in projects involving multi-party democracy and direct democracy. Finally, this article proposes that website designers promote public participation and electronic democracy based on the guidance of democratic theory.
