建筑业实行招标改革已经四年了,实践证明,改革是有成效的。凡实行招标的工程,经济效益比较明显,造价得到了控制并略有节约,有的降低4％左右,工期、质量均稳步提高。在目前情况与条件下,能达到如此效果也是难能可贵的。当前,如何完善招标改革,必须及时研究实际问题。个人根据当前情况及江苏省有的地方已出现滑坡现象,就有关几个问题发表一点看法,供有关领导及同行们研究指正。
It has been four years since the construction industry implemented the bidding reform. Practice has proved that the reform is effective. For projects that implement tendering, the economic benefits are obvious, the cost is controlled and slightly saved, some are reduced by about 4%, and the construction period and quality are steadily increased. Under current conditions and conditions, it is also commendable to achieve such an effect. At present, how to improve the tendering reform requires timely study of practical issues. Based on the current situation and the phenomenon of landslides in some places in Jiangsu Province, individuals have expressed some views on several issues for the relevant leaders and peers to study and correct.
