电子政务的实质是政府部门通过计算机网络技术构建的电子政务平台,以实现政府虚拟化的行政管理。从电子政务平台的发展趋势看,电子政务平台更应该是一个知识管理的平台。在电子政务系统平台上,咨询子系统是其中的一个重要组成部分。为此,本文提出了一个基于知识管理、自动应答的电子政务咨询子系统,该系统的关键技术可分为两个部分:以数据库为支撑的存储式自动应答子系统和基于自然语言语义理解的自动应答子系统。
The essence of e-government is the e-government platform built up by government departments through computer network technology to realize the government administration of virtualization. From the development trend of e-government platform, e-government platform should be a knowledge management platform. In the e-government system platform, consulting subsystem is one of the important components. To this end, this paper proposes a e-government consulting subsystem based on knowledge management and automatic answering. The key technology of the system can be divided into two parts: the database-based auto-answering subsystem and the semantic understanding based on natural language Autoresponder subsystem.
