自1991年原苏联解体以来,俄罗斯海军经过了一个痛苦的历程。由于国内政局动荡不定,经济状况日益恶化,导致国防预算大幅度削减,将俄罗斯海军推入困难重重的境地。为了维持海军的基本战斗兵力,俄罗斯只好将其中相当大的一部分舰艇及其它装备报废,采用缩编人员,减少新建舰艇等措施来勉强度日。由于原来属于原苏联的各个加盟共和国纷纷独立,使俄海军失去了相当多的海军基地,一大批散布在各个加盟共和国的舰船工业企业也随之离开了俄罗斯,给海军舰艇装备的生产造成
Since the dissolution of the Soviet Union in 1991, the Russian Navy has passed a painful course. Owing to the volatile political situation in the country and deteriorating economic conditions, the national defense budget has been drastically reduced, pushing the Russian Navy into a difficult situation. In order to maintain the basic combat strength of the Navy, Russia has had to endure a considerable part of its ships and other equipment, and use such measures as downsizing and the reduction of new ships. Since all the republics that belonged to the former Soviet Union were independent, the Russian navy lost a considerable number of naval bases.
