目的调查四川省双流县24家镇级医疗单位药品配送运行情况,为探索适合小康型乡镇卫生院农村药品配送模式提供依据。方法设计访谈提纲,对四川省双流县各级食品药品监督局、镇卫生院、村卫生室和药品配送企业负责农村药品配送管理工作的相关人员进行访谈。同时设计调查问卷,调查双流县24家镇级医疗单位(3家中心型卫生院、3家社区卫生服务中心及18家一般型卫生院)。调查结果采用Epidate 3.1录入,用Spss 17.0进行描述性分析和统计检验。结果目前双流县农村药品配送自2003年启动“两网”监管下的药物企业直配以来一直由1家配送,配送前后效率对比未显示明显变化。24家镇级医疗单位对配送企业总体满意度仅50%,对药品配送价格、配送药品数满意度最低,仅37.5%和33.3%。结论农村药品配送在“两网”监管下实行的企业直配,规范了药品配送市场,取得良好社会效应,但尚存市场化不足、透明度不高、药价偏高的问题,需要引入新的竞争及管理机制促进农村药品配送的新突破。
Objective To investigate the distribution of drugs in 24 township medical units in Shuangliu County, Sichuan Province, and to provide basis for exploring the rural drug delivery model suitable for well-to-do township hospitals. Methods Interviews were designed to interview interviews with personnel responsible for the management of rural drug distribution in food and drug supervision bureaus, township hospitals, village clinics and drug distribution enterprises at all levels in Shuangliu County, Sichuan Province. At the same time, a questionnaire was designed to investigate 24 township medical units (3 center-type hospitals, 3 community health service centers and 18 general hospitals) in Shuangliu County. The results were entered using Epidate 3.1, descriptive analysis and statistical tests using Spss 17.0. Results Currently Shuangliu County rural drug distribution started in 2003, “two networks” under the supervision of the pharmaceutical companies have been a direct distribution, distribution efficiency before and after the comparison did not show significant change. Twenty-four township-level medical units were only 50% satisfied with the delivery enterprises overall, with the lowest satisfaction with the delivery prices and the number of delivery medicines, only 37.5% and 33.3% respectively. Conclusion The direct distribution of rural drug delivery under the supervision of the “two networks” regulates the drug delivery market and achieves good social effects. However, the problem of insufficient marketability, low transparency and high drug prices needs to be introduced New Competition and Management Mechanism Promote New Breakthrough in Drug Delivery in Rural Areas.
