广西省通过探索新的住房供应渠道,推行住房公积金制度,拓宽房地产融资渠道,大力发展廉租住房、经济适用房等保障性住房建设,积极培育房地产市场,构建了较为完善的住房体制,进一步改善了城镇居民住房条件,人均住房建筑面积从1992年的14平方米上升到2008年的27平方米。桂林市也相应出台了《桂林市经济适用住房管理暂行办法》、《桂林市住房公积金管理实施办法》、《桂林市廉租住房管理办法》来处理中低收入特别是低收入居民的住房保障问题。为全面准确的研究桂林城市居民住房保障情况,本文通过对实证方法的尝试,运用文献和资料研究法、问卷调查及现场调研法,得到桂林城市居民生活现状、住房情况、住房保障等实施情况,使得研究更趋于真实,反映了桂林城市居民住房保障工作取得的成果和存在的问题。

Guilin also promulgated the “Guilin affordable housing management Interim Measures”, “Guilin Housing Fund Management Measures”, “Guilin low-rent housing management approach” to deal with low-income, especially low-income residents of housing security issues . In order to comprehensively and accurately study the security of housing for urban residents in Guilin, this paper obtains the status quo of living conditions, housing conditions and housing security in urban areas of Guilin by means of empirical research, literature and data research, questionnaires and on-site research. Making the research more realistic, reflecting the achievements and problems existing in the housing security work for urban residents in Guilin.
