住房保障制度的建设与完善对于解决住房矛盾、弥补住房市场缺陷、促进居住公平具有重要意义。从1993年首次提出经济适用住房概念起,我国住房保障制度建设经历了20年,20年的建设使我国住房保障从无到有,不断完善。但在此过程中也暴露了许多问题,表现在住房保障形式、保障房建设、实现途径以及法律支持等方面。为促进我国住房保障制度进一步发展,建议建立以租赁为主、中央投入为主的住房保障体系,采取住房补贴形式,改革现行财政体制与官员考核机制,并尽快出台有关住房保障的法律以及建立全国城乡统一的房地产市场。
The construction and improvement of the housing security system is of great significance to solving the housing contradiction, making up for the housing market defects and promoting the residence fairness. Since the concept of affordable housing was first proposed in 1993, the construction of China’s housing security system has experienced 20 years and 20 years of construction have made our housing guarantee from scratch and continuously improved. However, many problems have also been exposed in this process, such as the form of housing security, the protection of housing construction, the ways to achieve it and the legal support. In order to promote the further development of China’s housing security system, it is suggested to establish a housing security system mainly based on leasing and central government investment, adopt housing subsidy form, reform the current fiscal system and official assessment mechanism, and promulgate laws on housing security as soon as possible and establish a national Urban and rural areas of a unified real estate market.
