为实现中央和邓小平同志要求广东率先实现现代化的战略决策,争创广东新优势的重大举措,94年10月,广东省委、省政府提出了把珠江三角洲地区建成“具有高度文明的大经济区、大都会、城市群”这一重大决策(即“珠江三角洲经济区”,以下简称“珠三角”),在国内外引起了巨大的反响。 经过15年的改革开放,“珠三角”地区经济和社会发展取得了举世瞩目的成就,成为广东省乃至全国最具活力的大经济区、大都会、城市群,现正着手对“珠三角”进行统一规划。它在积极推进“深港衔接”的过程中,将对推动深圳市、广东省、华南地区乃至全国的经济发展具有重大而深远的意义,亦对深圳建成“国际性城市”这一日标赋予了一次极大的机遇和挑战。 一、深圳建成“国际性城市”是大势所趋 中国自八十年代以来,在改革开放和经济发展中,已出现了若干经济和人口高速增长的大城市区域或城市群。“珠三角”城市群即是其中之一。据1993年统计,面积和人口分别占全省23.4％和3.2%的“珠三角”地区,其国内总产值却达2265亿,占了全省的70.2％,因此该地区首先实现现代化,以及把深圳建成国际性大都市具有极大的基础和潜力。
