清末国内罂粟大量种植,鸦片烟毒泛滥成灾,给社会造成极大危害。自1906年始,清政府改变以往驰禁政策,从禁种入手,很抓禁烟,制定了较为正确的禁种政策和措施,决心扫清烟毒,为民除害。各级官吏也大都于禁种一事认真执行,通过各方努力,禁种取得巨大成就。 In the late Qing Dynasty, a large number of domestic poppies were planted and opium narcotics was rampant, causing great harm to the society. Since the beginning of 1906, the Qing government changed its previous policy of forbidding the ban and started with the ban on it. It seized no smoking and formulated more correct banning policies and measures.
