近年来公共危机事件时有发生,大有愈演愈烈之势,政府公信力得到前所未有的巨大挑战,面对如此挑战,我们正在建设的民主政府、高效政府、法治政府、服务政府、责任政府、诚信政府等理念急待上升到制度层次,笔者注重先进理念下制度缺失的表现及原因,寻找提高政府公信力的制度途径。 In recent years, public crises have occurred frequently and intensified. The credibility of the government has been hitherto unknown tremendous challenges. In the face of such challenges, we are building a democratic government, an efficient government, a government ruled by law, serving the government, a responsible government, an honest government, etc. The concept urgently rises to the institutional level. The author pays attention to the performance and reason of the system deficiency under the advanced concept and looks for the institutional ways to improve the government credibility.
