报载,浙江省龙游县上圩罐头厂是当地的骨干企业。1987年前后,随着同行厂家的增多,该厂在白热化的市场竞争中败下阵来。当地领导先是运用行政手段,多次举行现场办公会,集中物力、财力予以倾斜扶持;又运用经济手段,先后投入600万元资金,进行了“输血接氧”。然而,“死马”终究难医活,到1992年5月,该厂总负债697万元,资不抵债552万元。历时5年的抢救告败,当地领导也从中悟出了道理:谁也拗不过市场,给钱给物不如给个开辟市场的新思路。1993年6月,他们对该厂实施破产,部分机器设备移至因负债而倒闭多年的蜜饯厂,新办了龙游小辣椒厂;部分厂房场地分别出租或征给县外贸及有关企业,新办了县外贸地毯总厂及邮电通讯电缆厂。结果辣椒厂当年不仅盘活了罐头厂部分及蜜饯厂全部存量资产,而且创利72万元;外贸地毯总厂、邮电通讯电缆厂投产后,也实现产值1200多万元,收到“死一活三”的效应。
