With the rapid development of the aviation industry, the traditional surveillance system has been unable to meet the needs of air traffic control. It is an inevitable trend to build a new navigation system based on Automatic Dependent Surveillance (ADS-B). In this paper, the concept of dangerous collision probability (CAP) model is proposed. The secondary surveillance radar in the terminal area is selected as the reference system. According to the safety objective level (TLS) approved by the International Civil Aviation Organization (ICAO), the reference interval of ADS- And calculates the level of security that the ADS-B can achieve while maintaining a reference reference interval using the CAP model. The calculation results show that the ADS-B surveillance security level is much lower than TLS and it is safe to use the ADS-B enforcement terminal regulation interval of 3 nautical miles in the terminal area.
