随着中国公民社会的发展以及民意表达机制的开拓,我们越来越多地看到底层民意对于政府决策和政府行为的影响。其中一个重要的现象是,一些由NGO和城市民众推动的民间议题,经过在媒体平台上的发酵,逐渐被纳入政府议程之中。当然这个媒体包括网络媒体和传统媒体,然而在网络媒体更有利于草根阶层在公共政策议程中发挥作用。主要是以世博会为例讨论媒体市民社会在参与公共政策议程中产生的问题及相应的解决策略。
With the development of Chinese civil society and the development of public opinion mechanisms, we increasingly see the influence of the bottom-level public opinion on government decision-making and government behavior. One of the most important phenomena is that some non-governmental issues promoted by NGOs and urban people have gradually been brought into the government agenda after being fermented on media platforms. Of course, this media includes online media and traditional media, however, the online media is more conducive to the grassroots to play a role in the public policy agenda. Mainly taking the Expo as an example to discuss the problems that media civil society has in participating in the public policy agenda and the corresponding solutions.
