即将到来的2014年,将会是传统的国企管理体制遭遇巨大冲击的一年。原因并不难于窥见:一方面,根据党的十八大和十八届三中全会精神,将有更多国企进一步失去政策、身份的保护壳,直面竞争性市场的冲击,这必将倒逼企业把极大的注意力转向内部管理,通过管理的提升来降低成本、提高效率;而另一方面,经过国资委两年的倡导推动,“央企管理提升”这一命题已经深入人心,其成果即将成熟显现并外溢。那么,在国企管理提升的过程中,最有可能成为突破点的环节在哪里?是组织架构与业务流程的深入优化?是薪酬和绩效的进一步改革?还是各层级领导者梯队的培养?众说纷纭。
