低碳经济从提出开始不断给社会发展的各个领域带来新的变化。在低碳经济环境下,国际贸易的规则也发生了很大的改变。本文从国际贸易规则的形成入手,阐述了霸权国家直接提供、发达国家间合作提供和国际组织提供三种方式。本文分析概括了低碳经济带给国际贸易规则的影响,主要体现在拓宽规则制定相关领域、发达国家自由贸易供给减少和环保成规则框架主导三个方面。最后针对这些变化,本文提出了积极参与WTO相关规则制定、关注区域性贸易协定中相关规则的发展趋势和参与制定低碳领域国际标准等措施。 The low-carbon economy has brought about new changes in various fields from the start of its introduction to the social development. In the low-carbon economy, the rules of international trade have also undergone great changes. This article starts with the formation of the rules of international trade, and expounds the direct ways in which the hegemonic countries provide, the cooperation between the developed countries and the international organizations. This paper analyzes and summarizes the impact of low-carbon economy on the rules of international trade, which is mainly reflected in the following three aspects: broadening the relevant fields of rulemaking, reducing the supply of free trade in developed countries and dominating the framework of environmental protection rules. Finally, in view of these changes, this paper puts forward some measures such as actively participating in the formulation of WTO rules, paying attention to the development trend of relevant rules in regional trade agreements and participating in the formulation of international standards in the field of low carbon.
