目的检验湖北省地市级突发急性传染病防控卫生应急队伍快速反应能力,提升队伍救灾防病技术和卫生应急准备水平。方法制定考核方案、评分表和评估表,设置拉动集结、野外生存、现场急救、卫生防疫等考核环节,组织队伍开展救灾实战演练考核。结果地市级队伍通用装备和队员携行装备齐全率分别为81.52%和96.48%,急救技能考核得分率为80.05%~95.00%,公共卫生风险快速评估得分率为32.00%~91.50%,水源处置得分率为69.00%~100%,疫情处置得分率为47.63%~83.13%,病媒控制得分率为46.00%~95.50%。演练最令人满意的为演练形式、组织和场地,最不满意的为饮食准备、背囊重量和演练过于侧重体能训练。结论实战演练促进了地市级队伍装备保障水平,提升了应急能力,地市级队伍需加强卫生防疫专业技术训练,设备装备和形象标识系统需规范统一,需进一步加强卫生应急演练系统性研究。
Objective To test the rapid response capability of emergency response teams in prevention and control of acute infectious diseases in cities and prefectures in Hubei Province and to improve the team’s disaster prevention and disease prevention technologies and emergency preparedness level. Methods to develop assessment programs, scoring tables and assessment forms set to pull the assembly, the survival of the field, on-site first aid, health and epidemic prevention and other assessment links, organize teams to carry out the actual combat disaster response assessment. Results The municipal equipment and equipment carrying capacity of general equipment were 81.52% and 96.48% respectively, the first aid skills assessment score was 80.05% -95.00%, the public health risk assessment score was 32.00% -91.50%, and the water disposal score The rate of epidemic situation was 47.63% -83.13%, and the vector control rate was 46.00% -95.50%. The most satisfying drills for drills, organizations and venues, the most dissatisfied for dietary preparation, weight loss and drills were too focused on physical training. Conclusion The actual combat training has promoted the level of equipment support for city-level teams and improved the emergency response capability. Local-level teams need to strengthen professional training in health and epidemic prevention. The equipment and image identification systems need to be standardized and unified, and systematic research on health emergency drills needs to be further strengthened.
