在中国,上级对下级的政绩考核是决定官员任免和升迁的重要指标。政绩考核涉及经济、政治、社会各方面,对一些重要指标更是采取“一票否决”。于是,地方官员往往会采取“人民战争”的方式保证重点。日常的、真正的业务反而没有时间和精力去做,都去应付“一票否决”的事项了。
