加快国有企业的制度创新，从整体上搞活国有经济的一个突破口就是深化国有资产管理体制的改革，建立三层次的国有资产管理，监督、运营体系。选择“国资委”模式，符合我国国有资产管理体制改革的方向。文章论述了“国资委”模式的优点，并指出，国有资产管理体制改革中的真正难点是如何建立国有资产经营机构
Accelerating the institutional innovation of state-owned enterprises and invigorating the state-owned economy as a whole is to deepen the reform of the state-owned asset management system and establish a three-tiered state-owned asset management, supervision, and operation system. The selection of the “SASAC” model is in line with the reform of the state-owned asset management system in China. The article discusses the advantages of the “SASAC” model and points out that the real difficulty in the reform of the state-owned asset management system is how to establish a state-owned asset management institution.
