结合水资源配置过程中的有效性、公平性和可持续性三类原则,针对其中水资源、社会、经济和环境等指标因素的不确定性,构建基于区间灰数的多目标水资源配置模型。在利用区间灰数预测方法计算各规划年指标数据的基础上,以经济效益最大、污水排放量和缺水量最小为有效性目标,以水源在各子区域分配公平的基尼系数最小为公平性目标,以距离协调度模型来评价水资源分配的可持续性目标,将不确定的多目标问题转化为确定的单目标问题,并采用改进的类电磁学算法对模型进行求解。最后将此模型应用于实例,其结果表明,模型的结构合理,算法简单高效,配置结果合理。
Combining the three principles of validity, fairness and sustainability in the process of water resources allocation, according to the uncertainty of water resources, social, economic and environmental indicators, a multi-objective water resources allocation model based on interval gray numbers . Based on the calculation of index data of each planning year by interval gray number forecasting method, taking the economic benefits as the largest, the discharge of sewage and the minimum water deficit as the effective targets, the minimum Gini coefficient of water distribution in each sub-region is the fairness The objective is to evaluate the sustainability of water resources allocation based on the distance coordination model, transform the uncertain multi-objective problem into the identified single-goal problem, and solve the model by the improved electromagnetic-like algorithm. Finally, the model is applied to the examples. The results show that the model is reasonable, the algorithm is simple and efficient, and the configuration is reasonable.
