非洲联盟的建立是后冷战时期非洲国家应对经济全球化、区域一体化和非洲大陆本身面临的危机和冲突所作选择的结果。非洲联盟和平与安全理事会是有效处理地区危机和冲突的集体安全和预警机制中的重要一环。本文首先分析了非洲联盟和平与安全理事会的建立、性质、目标、职能、权力和机构设置 ,进而剖析了其与国家主权、联合国安理会的关系 ,认为非洲联盟和平与安全理事会的建立是国家主权让渡的一种结果 ,它与联合国安理会之间存在内在的协调。
The establishment of the African Union is the result of the choices made by African countries in the post-Cold War era in response to the crises and conflicts confronted by economic globalization, regional integration and the continent itself. The African Union Peace and Security Council is an important part of the collective security and early warning mechanism for dealing effectively with crises and conflicts in the region. This article first analyzes the establishment, nature, goals, functions, powers and institutional settings of the African Union Peace and Security Council, and then analyzes its relations with the national sovereignty and the UN Security Council. It considers that the establishment of the African Union Peace and Security Council As a result of the transfer of sovereignty, there is inherent coordination with the UN Security Council.
